The issue of good governance in the police force is a growing issue in the world and also in Indonesia, especially in the last ten years. There is a problem in the implementation of good governance in the Police due to the police not fully adhere to the principles of good governance: fairness, transparancy, accountability, and responsibility openes. All these principles reflect good intentions to the police in the operations of their stakeholders. On the other hand, the implementation of the concept of good governance in the Police have not been able to increase the added value for all interested parties (stakeholders) due to the low quality of the influence of leadership, organizational culture and motivation which is owned by the police officers so that the achievement of the expected long-term goal of implementation of good governance in the Police is not reached. The role of leadership, organizational culture and motivation have an impact on improving the implementation of good governance Police Kudat. This has been felt by various elements including owners, managers and users of police services. Leadership, organizational culture and motivation of personnel either jointly or partial positive effect to the principles of good governance. Good governance must be built in Kudat police are focusing on the preparation of the framework team (team work) between organizations, departments and regions; Partnership between the Police with any element of the government and local community; Understanding of and commitment to the benefits and the importance of shared responsibility and cooperation within a coherence and synergism in achieving goals; The support and adequate reward system to encourage the ability and courage to bear the risk (risk-taking) and initiative, so far as this can realistically be developed; Public administration services in community-oriented, easily accessible and friendly, based on the principles of equity and fairness in every action and service that is provided to the community, focusing on the public interest, be professional and impartial.
